Did you disable the Fast User Switching?

Go to Control Panel >> User Accounts >> Change the way users log on or off
Then see if the checkbox besides Use Fast User Switching is checked or not.
(You need to check the Use the Welcome screen in the same window before you
can check the Fast User Switching checkbox.
