Your current security settings do not allow you to send HTML forms. HELP!!!

One of my users recently received this message when trying to submit a
webpage to the following server www.usps.com/zip4 : 'Your current security
settings do not allow you to send HTML forms.' I have looked through all of
IE6's security options and cannot find one option that enables/disables this
function/feature?! Does anyone have any ideas as to how to resolve this
issue? Thanks in advance . . . . . Tom J.
