You may be encountering spyware issues, do you use AOL?
Or MSN?

What you need are

Lavasofts Adaware it's free
SpyBot search and destroy

First get those on your machine and clean up the
intruders, that may get IE back

If your not happy with IE Mozilla or netscape browsers
work just fine
