If you truly "reinstalled" the OS you are probably up a creek and the
encrypted files lost forever. Re-installing the OS creates a new SID
for any accounts in question. If you exported the encryption
certificates you may get lucky, but I wouldn't count on it.

If, however, we are talking about a Repair Install, then there is a
good chance at getting the files back, as long as the certificates are
available.

Why on earth the average home user (99% of us) need this TS quality
encryption is beyond me to this day. I don't store any national
security secrets on my HOME computer and I bet most home users don't
either.
