You have something around that loads in normal mode, but not in safe
mode, and which is using this non-paged area - part of memory that
should only be for central critical components. One thing that does
load there is Norton stuff: try removing anything you have of theirs.
Other than that might be a bad driver, for which Video is prime suspect.
At the boot menu instead of Safe mode try Enable VGA - if that boots
then get new video drivers from your video card maker's site
