USB config for Flash Drives

Using a Sony USB2, 128Mb Flash Drive. This device works perfectly on 2
other WIN 98SE machines (Older Dell and older HP Laptop, with existing USB1
ports, driver installed), and a Compaq Presario running XP Home with USB 2
Ports (works every time it is plugged in, automatically).
On my Dell Dim 4400, WIN XP Pro up to date - (Spk 1), and all security
patches (stable system - no OS lockups), I have USB printer, 4 port POWERED
USB hub, Mobile phone, Palm Cradle, Camera - all front/rear ports are USB
1.1, and all devices work in any port, or thru hub. with no problems.
When I plug in Flash drive on this Dell, XP recognizes new hardware, " Found
New Hardware, Found USB Storage Device" and prompts for a driver. Let WinXP
try to find one, and it "Cannot install this device". In Device Manager,
there is now a unknown device icon under the USB ports, with yellow !.
Double Click on icon, and it says "This device is not configured correctly -
(Code 1) ...To reinstall the drivers for this device, click REINSTALL
DRIVER". Back to square 1.
If I down the PC, and reboot with the device plugged in, and then go to
Device Manager, under USB is "Unknown Device", no yellow !. Properties for
this device now says "No Drivers Installed for this Device".
In My Computer / Computer Management - Unknown Device is under USB
Controllers - same as going thru control panel..
In MSINFO
IRQ 23 is shared. But there is no indication of any IRQ conflicts. From
what I read, I do not want to mess around with forcing IRQ's in Win XP.

IRQ 23 CNet PRO200WL PCI Fast Ethernet Adapter OK
Upgraded to the latest Dell BIOS (A06).
In BIOS - Legacy USB devices = Enabled
In BIOS - OS Plug and Play = No (Default ). I tried Yes, but no difference)
Confirmed Intel chipset drivers were up to date ( Intel 800 Series
Integrated Chipset, Driver, Multi OS, Multi Language, Multi System, v.
3.10.1011, A08 ).
Made sure there are assignable drive letters below the first mapped network
drive (Last CD ROM Drive = F: Next Drive is first Networked Drive = I).
I have tried the following, by themselves, and in combinations
Show hidden devices, and then delete hubs and controllers, in various
orders, and let Win XP restore .
Un-install USB printer software.
Disable all Symantec AND Adeptec EasyCD programs at startup through
MSCONFIG.
Boot to Safe Mode, and
- In Device Mgr, Uninstall ALL USB devices, hubs and controllers
- Through regedit - navigate to HKLM-System-CCS-Enum-USB and delete all
USB VID's
- Thru DOS prompt, in Windows/INF rename infcache.1 to infcache.old; and,
rename oem*.inf to *.old.
When rebooted, XP restores devices, and same situation persists.
Went through every Microsoft Knowledge Base article - none really applicable.
Any help is appreciated.
