XP crashes IE

I installed an XP home edition upgrade to my Windows 98.
Now I can't launch IE. I get a popup window that says
fatal error closing program. The detail report says:

Data Error report:
AppName: iexplore.exe AppVer: 6.0.2800.1106 ModName:
kernel32.dll
ModVer: 4.10.0.2222 Offset: 0000a138

Then there are about a thousand lines of numbers and
gibberish which cannot be cut and pasted.

The modem connects with no problem, but IE will not launch.

So, I uninstalled Windows XP, and now I can't launch IE on
my Windows 98! I get the same error message.

I am sending this message from another computer, since I
can no longer connect to the Internet on the computer that
XP crashed my IE.

When I turn on or reboot my computer, I get a message that
says: UNABLE TO LOAD 'RECAPI.DLL'. PLEASE REINSTALL THIS
PRODUCT.

I have no idea what recapi.dll is, or how I might go about
reinstalling it. Could this be the problem?
