multiple language interfaces

Hi,

I remember with Win2K you were able to have multiple
language interfaces, so if one person logs on the window
environemnt is in English, if another logs on their
environment is spanish. I heard XP English addition can
do that with an add-on soft from MS. Can that be done on
a non-English version, for example Japanese XP. So when I
log on the environment, error messeges, etc are all in
English instead of Japanese?
