System Error popup

Limited accounts on my computer constantly have a popup appear which says:

       System Error (in the title bar)
            
            5 Access is Denied

No info on what access is being denied to, nothing showing up in Event log.
The popup can only be dismissed after clicking twice on the red X but
appears again in a matter of minutes (sometimes seconds).

In normal use, the only difference in the limited users' accounts is that
they must use "Run as..." to access the internet dialer, everything else
works just fine.

Any suggestions as to what is causing this annoying popup or how to stop it
would be greatly appreciated.
