You may have too many items trying to be displayed on the start menu, which
is "pushing out" the run command from being displayed
Right-click Start Button > Properties > Customize > Advanced
In the "Start Menu Items" section try checking "Don't display this item" by
a few of the items that you do not need to be displayed in the Start menu.
See if this brings back the Run command.
