Program lockup with "End program" message that loops and doesn't w

In Win XP Pro, frequently a program will lock up and I get the infamous "This
program is not Responding Message." When I get the "End Now" message, and
click it, nothing happens except it keeps looping back to the "End Now"
message. Why, and do I get it to work the way it's supposed to? If I press
the Ctrl, Alt, Delete keys, nothing happens.
