trying to remove KB823559 security patch

Based on information from the Knowledge base, I am trying
to remove Windows XP Hotfix KB823559 security patch
because I can't install Cumulative Security Update for
Internet Explorer 6 Service Pack 1 (KB867801) due to a
failed windows logo test. I followed the produces from
the knowledge base and used the removal wizard from the
control panel. When it gets to the part of 'cleaning my
registry' I click finish and the computer (without
warning) restarts it self. When I go back to the control
panel the patch is still there. Why can't I remove it?
