Logon Screen is Black

I'm trying to finish a fresh installation of Win XP. But
since it's not part of a network, it by default does not
use the CTRL+ALT+DEL key sequence to log on. Well,
through Group Policy Editor, I change it. The problem I'm
having is that the logon screen is black not the normal
Windows color. How do I change it?
