Post SP2 can't view folder permissions :(

Installed SP2 (dl from msdn) onto a few machines at work with no
problem; installed at home and somethings gone awry.

The home machine was clean install of XP Pro as my raid controller
died a week or so back and took everyting with it so everything has
been reinstalled from discs in the last week.

Two accounts, both with admin rights plus the 'Administrator' account.

The 'Administrator' account works fine, but both the other accounts
fail to open mmc snapins like IIS Admin.

Also, and this is the biggy, if I right click a folder and select
'permissions' I get....

....

nothing.

If I right click a drive and select permissions I get to see the usual
tabs.

I logged in as 'Administrator' and ran the user manager tool and
removed the users from the Administrators group and added them to the
Users group.

Reboot, folder permissions appear.

Add accounts back into Administratord group.

Reboot, folder permissions gone again.

Has anyone else had a comparable problem as this is driving me nuts!
