Ok then go to clean boot troubleshooting. Something is trying to load.
  You can check in Msconfig -- Start | Run | Msconfig. Look under the
start up tab for an entry that refers to rundll. Uncheck it. Here are

Also check the run keys in the registry:

Hkey_Local_Machine\Software\Microsoft\Windows\Current Version\Run and
the other variations with run in it.

Hkey_Current_User\Software\Microsoft\Windows\Current Version\Run and
variations.
