I had a look myself.
It doesn't look as if there is such a tool.
Anyhow, there is no reason why you shouldn't be able to
install updates without installing SP2.
Microsoft designs the updates to detect the version of XP
and then installs the correct update.
You can still install the updates with the first version
of XP prior to SP1.
