SLOW CPU Usage...help make it faster

My computer lately has been very slow. i have
defragmented recently and i do it every month. But my
CPU Usage in the Windows task Manager shows slow
performance. here is a little info to help:
CPU Usage
@ 2% normal
when i drag a window it jumps from location to location,
and the CPU goes to 85%-98%. the same thing happens when
i scroll down in a window or in explorer.
PF Usage
is @223MB...is that normal?

So what can i do to make the windows move smooth again?
