I just went through a similar situation which turned out to be the latest
version of Zone Alarm 5.1.x. If you're using ZA, diabling it won't work, I
had to boot into safe mode and uninstall it. Then I ended up reinstalling
an older version.
Obviously this doesn't affect you if you're not running ZA, just thought I'd
let you know of my solution too a similar experience.
