Let's do the math - shall we..
You have 256k download speed. That 256,000 bits/second, or about 32000
bytes/second.
That is about 1,920,000 bytes/minute in download speed no matter what you
do.
You are trying to download a 266 megabyte file. That is 278,921,216 bytes.
278,921,216 / 1,920,000 = 145.27146...
That's 145+ minutes.. Or about 2.4 hours.
Your speed is not too far off.. Considering you have overhead that goes into
that maximum speed you can actually get.. That there are likely thousands of
people trying to get SP2 right now from the spame place you are.. And just
the sheer size of that single already highly compressed file.
Start it tonight, go to sleep, you'll have it in the morning. Nothing you
do will change the fact that you only have a 256k download speed. You
aren't going to compress SP2 anymore than it is. BitTorrent, although nice,
is still going to be limited by your MAXIMUM download speed.
Just sit back, relax. 3 hours for a file of this size gives you time to
reflect on whether or not your system is ready to have it installed.. Have
you fully patched it up until now? Are the hardware drivers up to date?
Have you checked for updates with your other applications to make sure they
are patched (Norton has one available via LiveUpdate for SP2..)? Feel lucky
you are not on a 33.6k modem. The best they could hope for if they are
impatient enough not to wait for the 16th of August and get the express
download is about 18 hours of download time.
