windows xp certification

EVERYTHING i download states that it isnt certified by
microsoft xp logo certification. this includes ATI video
drivers (which at least were allowed to be installed),
directx 9.0b, and the IE service pack.

the first one--the video drivers--i wasnt so surprised. but
two large microsoft products... that's a bit strange.

if anyone can tell me why this is happening (i have a LEGIT
version of windows xp pro) please help me out. thanks.
