Install SP2 again and if it still is empty:

Try this from Start/Run (you might need to reboot afterward to
see any effect):

regsvr32 %windir%\system32\netshell.dll

If that doesn't work, note this post from John N in another thread
in this group, you might need to register atl.dll first, do a reboot
and then register netshell.dll:
