Strange SP2 firewall behavior

There are a few strange behaviors with SP2's firewall. First, the
firewall applies to all network interfaces; the per-interface setting
appears to be ignored. Second, it tries to block nonexistent inbound
connection. My computer is behind a hardware firewall that blocks all
inbound connections, so SP2's firewall should not see any. Even if I
unplug my Ethernet cable, SP2 still warns about phantom inbound
connections when I try running certain software.

What is going on here?
