Boot into Safe Mode or VGA Mode and reset the Refresh Rate / Resolution.

"Enable VGA Mode: This option starts Windows in 640 x 480 mode by using the current video driver (not Vga.sys). This mode is useful if the display is configured for a setting that the monitor cannot display."

I use XP Pro.  I need to reset my monitor resolution.
But I can not see the desktop or any XP screen.  The monitor gives me 
some error message about the wrong refresh rate.
I used a third-party utility to change the settings for my screen 
resolution to 1280x960.  By mistake I chose a screen setting which my 
monitor can not show.  
How can I change my monitor's resolution without seeing the screen?
from another XP Pro system I worked out a series of keyboard shortcut but 
I must be doing something wrong.  I think I am not even launching the 
Display Properties window.
Is there a keyboard shortcut to directly launch Display properties?
Is there another way to set the resolution without seeing the screen?
