Some things to look at...
Check the mic connection.
Adjust the mic boost and volume settings in the mixer for the soundcard.
Location of monitor and other devices that emit EMI in relation to the mic.
Relocate the soundcard in a slot away from video card, network card and
modem (if applicable).
Try a different soundcard; the mic amp may be defective.
