The basic design calls for use of the registry by installed software,
and to permit installations to put dlls in with Windows components. I
think myself it would be better if windows components were very strictly
segregated, but that is the way it is.
The need to have admin rights is precisely the reason why there are the
different types of accounts; so that there is a class of user who *can*
be prevented from installing anything they feel like without regard to
consequences
