XP regional settings problem

Hi,
I am frequently having problems with my multilingual and regional
keyboard keys and settings on my computer. My computer is running
Windows XP and Office 2002 with all the latest services pack (Sp2
hotfix Q819696) and critical security patches. I have a standard
multilingual Compaq keyboard. Here are my problems :

At different and sporadic occasions and for no reason, the key-letters
that I am pressing on my keyboard are not appearing correctly in any
of my Office programs. For example, after 1 hour of typing the letter
"a" can become "q" and vice versa.

My second problem is that the management of the regional settings on
my computer is not stable. I am having Canadian multilingual keyboard
and all the English (U.S.), English (Canada), French(Canada),
Spanish(Spain) regional settings installed. For no reason, the
regional settings are automatically switching for English to French
when typing in Word or Outlook. The settings are not saved when
reopening the same application.

My third problem, the selection of a language in my language bar is
not taking the selected parameters. Sometimes and sporadically, some
language parameters seem to be locked.

I have read an article on the Microsoft Web site saying that there was
a problem with the regional parameters and a fix was available for
that. The patch was already installed on my computer.

I have no virus on my computer. I have no particular language
switching shortcuts. I have never had any major problems with my
multilingual settings before with NT 4.0, 2000, or ME. Does anyone
have idea about those problems?
