No start button in taskbar.

When I boot up my Windows XP it is asking me for a name and
password as if it is protected. When I get to the desktop
there is no start button in my task bar. Also when I open
"My Computer" there are no icons just text. I thought about
doing a reinstall/repair is this possible.
