Although you certainly can create a filter to delete unwanted mail in
Outlook, I don't believe that you can set it up to send bounces. There
are third-party programs that will do that. I did a Google using the
search term, "mail bounce software" and got over 300,000 links, many of
which might be useful to you.
A word of caution, however; if these are spam messages you don't want to
send anything back because that just lets the spammer know they have a
live address.
