Reboot schedule task

I met a problem in winxp.
After I scheduled a reboot job with "AT"
command("c:\windows\system32\shutdown.exe -r -f" specified), It doesn't work
and shows me "can't find specified file". But I am sure it is over there.
Any one has this expirience, or is there a script can specify "Run as:" to
create a job?
