As pointed out by Greg Hayes (of Raxco, who make one of the third party
defraggers), the defrag that comes with XP just not do a boot time
defrag. At all. That tweak probably relates to a setting used by one
of the third party ones (and at a guess by Diskeeper) and the 'author'
of the tweak just made an unjustified assumption
