Can't get to registry and some explorer settings

I'm attempting to help my father-in-law get his computer
(running Windows XP Home) healed after a problem with
viruses and a faulty virus scanner. I scanned the
machine using McAfee's Stinger. Now, I want to change
his home page, but that piece of the Internet Setting
Dialog is disabled. How do I reenable this so I can make
changes here?

Next, I need to get into the registry to look for some
apps that are autostarting when he dials up to get on the
Internet. When I run regedit, I get an error "Registry
editing has been disabled by your administrator." Of
course, his accout is an administrator account, so it
seems like he should be able to get into it. How do I
get around this problem?

FWIW, we've been trying to install Norton AV, but it
hasn't been cooporating so far. I also found that he
Automatic Update feature is disabled and I can't get it
to enable either. Needless to say, his copy of Windows
was way out of date, but I'm downloading the updates as I
type this. Any suggestions on how to fix the Automatic
updates problem?
