Quick Launch toolbar

Hi,

   On a PC I share with another person with a Supervisor user account I have
a Quick Launch toolbar, but no matter what we try we can't get a Quick
Launch toolbar for the other account. Windows posts a message box "Can't
Create Toolbar". Any ideas?
