In principle yes. but would have to clone the old partition across
rather than reformat and new setup. A new setup would need a new
activation, when the drive that will first be found in enumeration will
be the new one, and that will go in as part of the hash when activating
the new setup. If is only when the system boots, after shuffling things
around, that it checks all devices to see if the original one is still
there.

Another point is that in doing so you must be careful that things are
not disabled. I lost my activation once when installing a WiFi card,
and I temporarily disabled the regular NIC and rebooted - that did not
find the disabled NIC and the three votes it had got lost, and stayed
lost. This is where recovering the old wpa.dbl would have been useful,
in practice, having SP1, I had three days grace and easiest was to go on
the net (with the NIC enabled again) and reactivate. .
