XP pro only boots with "Safe Mode with Networking"

I have had problems after a power surge damaged my PC. In order to get it
working again I tried to boot into safe mode - it hangs on all the safe
mode boot modes except Safe Mode with Networking. My PC is stand-alone, no
network.

What could be the problem?
