keyboard not working when windows loads but works in bios

this i a question on behalf of friend who for the above reason cannot ask for himself !

after unplugging eveything , removing systems case and cleaning he reattached all peripherals and booted computer , it got as far as offering last known best config , safe mode , start windows screen , mouse and keyboard ( cabled types ) are looking to be working at this point .
he decided to start windows and after welcome screen mouse and keyboard no longer worked.
so he is stuck , i assume it may be drivers ? bios is ok but windows cannot load them ?
he has no boot floppy but has software on cdrom for keyboard drivers .

is there a way of loading drivers from cd without having keyboard to type commands ?

he has tried using other usb ports and another keyboard is the same , so it is safe to conclude the usb port and keyboard is ok ?

anyway , any suggestions as to the next step i would be very grateful , thanks !
