Startup folder and user permissions

I have a program that placed several apps in the Startup folder for All
Users. Unfortunately, when I log in with a non-Administrator account, I get
an error message from one of the apps (trying to load a driver). The
application is designed for an earlier version of Windows, and I assume
that's related to the problem.

I don't want to give Administrator privileges to all users. Is there any way
to tell a program in the Startup folder to run with extra privileges? I know
I can use the RunAs menu option when starting a program, but I don't see how
that will help me with apps in the Startup folder.

Any information would be greatly appreciated.
