ICS and Proxy Settings

Is there any way using ICS to tell its DHCP clients what proxy settings to
use? Can a laptop client use that script when it's on one network without
needing to be reconfigured when it changes to other networks (without that
same script)?
Here's the situation: I have 2-way satellite internet access at home (via
Starband). It runs much, much faster when client-side ICS systems connect to
the satellite connected computer using the proxy port (192.168.0.1:9877),
because their requests are then automatically routed through the acceleration
software on the satellite-connected computer. Everything works great if I
manually set the clients to use the proxy settings. I would just leave them
all set to always use that proxy port, except for 2 things:
1. Two of the computers that access it are laptops which also connect to other
DHCP servers when they leave the house (at work via RJ-45 and on various Wi-Fi
nets).
2. When the weather is bad the satellite goes out and I dial into a local ISP
from the satellite-connected computer. It must still share its Internet access
with the other computers (right now I manually change the sharing source every
time I switch between satellite and dial-up).
If there were a file or something on the DHCP server machine which told all
the clients via DHCP, that would be perfect (is that what the automatic
configuration script is in the LAN settings on the Internet control panel
applet?). Is this possible and could I somehow have that specify the proxy
settings? If so, how?
Related follow up: when changing between satellite and dial-up, I have to
manually change which is "Shared" on the satellite-connected computer under
the currently active connection's advanced network settings. Is there a
quicker way to do this, or someway to automate simply sharing which Internet
connection is active?
