Cant run 16-Bit Windows Program

I'm trying to install the free version of AVG AntiVirus, download was
successful but when I click on setup a window pops up called "Cant Run 16
Bit Windows Program" and it carries the message "Cannot find file
C:\Documents and Settings\Tony\Local Settings\Temp\WZS32.tmp\setup.exe(or
one of its components).Check to ensure the path and filename are correct and
that all required libraries are available."

I've checked the Temp folder it refers too which is there and empty as I
would expect but why wont the setup continue? Is there something missing?
I've had problems trying to install AVG before getting the same message but
now I wont to know whats causing this.
