xp setup and immediate shut down

Got a problem here and trying to figure it out, any help would be
appreciated.
I'm trying to load XP Pro, it goes through the setup screen and at the point
where it says to set up xp press enter the computer shuts down.
Reboot and try once again and the same happens at that exact point.
I have reseated the ram, video and network card, did a complete test on the
harddrive, passed.
any suggestions other than throw the think out.
