I understand this occurs only within Start Menu. But worth giving it a try. *Backup and delete these two:

[HKEY_CLASSES_ROOT\AllFilesystemObjects\shellex\ContextMenuHandlers\AraxisMerge65]
@="{7A0B5906-6671-42FE-B404-6247FC57770B}"

[HKEY_CLASSES_ROOT\Directory\shellex\ContextMenuHandlers\ZipScan]
@="{80E0886C-C630-464D-896F-478EDA4122D4}"

If it does not help, you can undo the setting any time.

note that I do not have a problem opening folders from within explorer -
it's only on the start menu.

Hi Andy,
In the meantime, can you post the contents of these registry keys?
HKEY_CLASSES_ROOT\Directory\shellex\ContextMenuHandlers
HKEY_CLASSES_ROOT\Folder\shellex\ContextMenuHandlers
HKEY_CLASSES_ROOT\AllFilesystemObjects\shellex\ContextMenuHandlers
Click Start, Run and type Regedit to open the Registry Editor.

open is in bold, explore is in normal. I have never used tweakUI
the taskbar plus fixes seem to be talking about the start button itself - I
am talking about folders on the start menu
I have also tried your "Restore Taskbar and Start Menu" reg tweak but that
didn't work either
:-(((
