If it is a retail version of XP Home, that is one that came in a green
Microsoft box, then that license can be transferred to another
computer and/or user.

Just make sure that you no longer have it installed on your own
computer (e.g. you have already installed XP Pro to replace it) and
then you can give the software to your brother and he can install it.

He may have a bit of a problem with the Product Activation of XP after
he has installed it and in that case it will be necessary for him to
make a free telephone call to the Microsoft Activation number. All he
has to do is to say that this copy has been removed from the previous
computer and now it is being installed on a different machine.

If it has been over 120 days since you last activated the XP Home on
your machine then even this step should not be necessary - it should
just activate automatically over the Internet.
