XP Pro and Server Service?

I have this big problem. I have a folder I created that XP now tells me I do not have rights to open it. Also when I try to look at the user manager or event viewer I get an error that I do not have the Server Service installed. I have XP Pro Workstation there is no Server Service, any idea? MS Support has been no use at all. I can create new users in the control panel but can only make them a User or Administrator.
