The refresh rate is the number of times per second (measured in Hz,
usually ranging from 60Hz to 85Hz) that the display is "painted", or
refreshed. Faster refresh rates (higher number of time the screen is
refreshed per second) have less flicker and generally easier on the eyes.

Display settings usually refer to resolution or number of tiny dots
(pixels) that make up the picture and number of available colors.
Refresh rate is an advanced display setting.

Sometimes in certain lighting conditions (particulary fluorescent
lights) it is necessary to adjust the refresh rate to eliminate a kind
of flicker or "fuzzy" look that results from the combination of the
refresh rate and the frequency of the AC power driving the lighting
being too close (such as 60Hz in the US/CA) or harmonics of one other.

On many monitors changing the refresh rate will also effect the size and
postition of the displayed image on screen, which is why there are
screen geometry adjustments on many monitors to be able to compensate
for that.
