There is a way to 'secure' the screensaver. Run the edit on line 51

Screen Saver Disable and Screen Saver Enable (Line 51)

It involves a couple of values.

[HKEY_CURRENT_USER\Control Panel\Desktop]

"ScreenSaverIsSecure"="0"
"ScreenSaveTimeOut"=""
"ScreenSaveActive"="1"

As for 'none', delete: C:\windows\System32\scrnsave.scr. If you have
installed SP1 than go to c:\windows\ServicePackFiles\i386.

Note: They are considered operating system files and are protected from
being deleted or overwritten. To delete them, delete the copy in
Windows\System32\dllcache first, then the one in Windows\System32. You'll
be given a warning that the files are missing/corrupt. Tell it not to
replace them.
