error : dll file missing

Hello. I uninstalled fax modem software from my computer
and something happened and now my computer won't boot up -
 keeps on giving the following error message :
<windowsroot>\system32\hal.dll missing.
how do i install this file - I have the windows xp disk
and have tried booting up using it.
