If you look at the article where it talks about manifests and public key
tokens, that public key token is the one in the title of that common control
you mentioned. Winsxs is the way Windows uses side-by-side DLLs (and the way
an app uses side-by-side is to use a manifest in the application folder). So
I think Windows installed that DLL and it's part of the XP themes being used
by explorer. If you turn off XP themes the problem might go away, but I
think it's just Windows using the DLL in its own internal side-by-side mode
and something in VFP seems to be breaking it.
