Hi Paul,
You need to isolate which process is causing it before you can address it.
Before shutting down, hit ctrl+shift+escape and "end task" on some of the
unnecessary processes, then try shutting down. You may have to experiment
some to discover which is causing the issue, but I'd start with antivirus
software.
