You were told very much wrong. First, there is no fdisk in
Windows XP. Second, fdisk doesn't format a drive, it partitions
it. Third if you were to use fdisk, you would very likely wipe
out the C: drive.

No. You can do this in several ways. One is to open a command
prompt window (go to Start | Run and type CMD) and then enter the
command
format d:
in that window.
