Fonts Messed Up

something on my PC is causing the words that are displayed
to show up as graphic characters. Something is happening
while the system is running that causes all characters to
be displayed as graphical characters on next boot. I
formatted the hard drive and reinstalled everything but the
problem came back. The characters look like the hex
characters we used to use in the DOS days for drawing pictures.
I have pictures if that would help.
