Virtual PC Problem

I just installed trail version of VPC 2004. on Win2000.
I started installing 98 os
with options
No scandisk, no registerty check. installation started
properly and it went
ahead completing 100%.
but then after completing 100% it restarted and i never
saw 98 screen.
Harddisk red light shows continious blink , but does not
proceed further.
what could be the reason?
I investigated further and found that scandisk do not
work, if i say at dos prompt scandisk it tells me that
cluster is not of the appropriate size and something.
i have created vhd on a NTFS drive and while installing
98 i mentioned to format it with FAT. and the partition
size is 4000MB
